“To the esteemed members of the Chair, and Regulatory Board,
I write to you regarding S-17 and the matter of conscription. This month another S-17 was caught selling her services as a Clairvoyant and caused a Rift Related Incident. Not only did it create a dangerous situation that put various people in mortal danger, but the local authorities are now required to take extreme measures to hide the newly discovered Rift from the public eye.
This incident wasn’t the first one, and definitely won’t be the last.
My message is two-fold. It is the Association's mission to find, and devise, appropriate measures to prevent any RRI’s to the best of their ability. Not only do S-17’s pose a security threat. They are excellent assets in accomplishing the Association’s goals. The Association already has a few S-17's in their rank who use their abilities to the benefit of all.
Compare this to the illicit activity by S17-4 who used her gift to locate Rifts and sell their locations to the highest bidder. The latest, S17-11 organized seances, convincing her clients she had created a tear in reality. Her companion, on the other side of the portal, would throw trinkets through the Rift, and sell them as relics from another world.
Those S-17’s, who have not used their gifts for chicanery, hide it. Their silence about their discoveries can lead to tragedies far graver than any con. That the incident that happened at ▓▓▓▓▓▓▓▓. Even the involved individual S17-5 has regretted her lack of action to this day. Not putting their abilities to good use will result in more unnecessary disasters, and damage to the consciousness of people like S17-5.It is of our opinion that, for the greater good, S-17’s need to be tracked down and conscripted for the reasons stated above.
To both benefit the future operations of Association, as to prevent that such a commodity falls into the hands of bad-faith actors, we need to attain such individuals whenever they are found.”- Sincerely,

Description
An S-17 is an individual who is capable of perceiving a light emitted by Rifts and other yet to be identified phenomenon. Up to this point, all S-17 are female. The reason for this remains unknown.
Interview S17-2
The following is an excerpt of an interview with S17-2, after she aided the Association in locating Rift ▓▓ that caused problems for the local community.
S17-2: 'Will this take long?'
Associate 7: 'No. This is a… debriefing of sorts. Could you please describe what you saw at ▓▓▓▓▓▓▓▓▓▓▓▓ that night?’
‘Well, to be clear. It was always there.'
'Did you tell anyone about this?'
'No… I didn't want people to think I was crazy.'
'Why would they think that?'
'Isn't it obvious? You didn't see it did you?'
'No, not for afar. But we saw it up close.'
'Well. Maybe you can now. But it didn't use to be that way.'
'How do you mean?'
'I always have seen it. But no one else did. I have seen people walk through like the whole thing was just an illusion.'
Wait, the walked through the anomaly, but nothing happened?
'Yes.'
Can you describe what it looks like to you?
'It is, like a flame. Except, instead of flames, it’s more like dancing smoke.’
‘Dancing how?’
‘Like, thicket during a storm. Like how all the foliage and branches sway in the wind. But it sheds no leaves. It's like a violent maelstrom of smoke, but it doesn't disperse. It feels alive as it moves like the flames of a campfire, and the colors transition from green to purples.’
